Before ending I would like to state that this Colony is not in a position to dispense with the opium revenue specially now that the military expenses are

increasing through the sending of forces to this Colony to protect not only the lives and properties of the Portuguese nationals, but also the social interests which are now being

menaced by the movements of the communism.

Under these circumstances I shall be obliged

if Your Excellency will render to the Macau Government Your Excellency's valuable assistance.
